Santa brings about half of my son's gifts. Unless it's a big toy, such as the wagon my son is getting this year, he leaves them in their packaging. He also wraps the toys in paper with Santa printed on it. That way, my son knows which presents are from Santa and which ones are from us without having to wait for us to read the gift tags for him.

It's supposed to be interpreted like this: for any one place in the forecast area, with forecast conditions like this, that spot will receive measurable rain or snow 50% of the time. It's a combination of how likely it will be to rain or snow in the forecast area, and how much of the area will be covered.
Forecasts of precipitation amount are much more difficult than forecasting whether it's going to rain/snow at all, and snow forecasting is even harder, so if they forecast 3 inches and it snows 1 inch, don't be too hard on them..
