These lights are really insane for such a tiny little apartment. He’s got a sign, tons of Christmas lights framing his entire house and windows too, multiple times over. He’s also got a huge Christmas star at the top of his roof, a huge Christmas tree actually taller than the house itself, a penguin and snowman figures on the lawn, an igloo, and light up shape decorations galore like a Santa and his reindeer and sleigh.

The water has not gone anywhere it is just not drinkable. Many rivers and stuff have become contaminated by chemicals and junk and even human poop!
Then there are places where rivers and lakes just disappear and buildings are put in there place.
Also, rivers lead to oceans and once the water hits the ocean it becomes salty and have to be desalinated for human consumption.

So, my neighbor has one of those awesome, totally kitschy Christmas displays with the lights, and blow-up snow-globes, and LED trees and spotlights , etc. It’s one of the things I look forward to after Thanksgiving. Unfortunately, since the world is full of, let’s say, less than honest people, every year he loses a piece or two of decoration. This year, one was stolen _the night it was put up_. Well. . . If you have a garden you could have the tree in it as someone suggested. If you go onto Ebay.com or Ebay.com.au you can get like blow-up-santa's and things with hooks and everything, you could put one of those in the front garden. You could wrap tinsel around the porch fence [it looks silly but hey, its christmas!] You could get maybe some like wash off paint and paint your walls outside all christmasy, you can get the paint from shops like paint shops, hardware stores etc etc. I buy like 10KG's of fake snow from cheap shops for around $25, You could sprinkle that on your trees, outside furniture etc etc [it might blow away but its cheap, who cares!] You could get the 'Santa Stop Here' signs and poke them in all around the outside of your house, or you could glue them to the side of the walls. You could get like an inflatable santa's sleigh and put it on your roof. As for lights you could get them from a cheap shop, where i live theres a cheap shop down the road and they sell a metre of christmas lights for $1, you could get some of that stuff then plug it in inside. Get a christmas doormat, its always a warmy kinda close togther feeling if you have tacky stuff. If you have kids, maybe you could give them like $20-$30 each and let them buy what they want for outside from cheap shops or walmart or wherever you shop, they'll be really exicted and go mad! You could get the christmas balls and hang them off the tip of the roof for the extra cute look. . . just use your imagaination!

You sould consider drought tollerant planting. There are many plants that you can consider. Here is a web site that provides a PDF document that has trees and bushes that are drought tolerant. You will have to establish these plants first with watering until they mature. Watering once a week or so for the first and maybe second year.
When selecting plants using this list, remember that many factors determine the suitability of a plant for a particular location. In addition to dry soil adaptability, consider light requirements, soil type, hardiness and heat tolerance, and other factors.
These plants were the target for South Carolina hardiness zones in the US system of hardiness. You may want to compare your climate to that of South Carolina, and look at each plant you select to apply to your climate. (for example do you get any Frost, Freeze, Snow,…). We get a few days of freezing temperatures per year.
Your climate seems just a little warmer than South Carolina acording to the last web site below. So, most of the list provided should work for you.

I think it means that lights can add that extra sparkle to the tree. They make the tree stand out from anything else in your house, because it is so bright and illuminated. Also, the way the lights reflect off the ornamnts really draws your eye to the tree and it really makes the tree come alive

If you use outdoor carpeting, astro turf those products are prone to trapping moisture underneath which will create mold & eventually rot the wood. I would sand the splintering using 60 grit sand paper then apply a solid acrylic deck stain.

There is several ways to do this.
One doesn't require any computers. You simply hook the lights up to an electronic control that turns the lights on and off depending on the signal levels. You may be able to find systems designed for this sort of thing. The equipment would be the sort of thing you might find running the lights in a dance club. You can also custom build some of this with an engineering degree.
You learn a lot about programmable logic controllers. They are designed to turn things on and off through ladder logic programming. You then have to program the controllers to make the lights do what you want. Without a degree in electronics, this idea will have a serious learning curve. This system may also be the most expensive.
You can probably find some computer interface cards that will allow you to control things directly. Again, you have to program the lights, but it is all done on the computer. You may or may not need help with any external circuits that may be needed to actually control all the lights. Again, some serious electronics skills may be needed. With an engineering degree you can probably build a custom system.
Otherwise, you might try to look up some of the people who have already done this sort of thing. I believe at least some of them are electrical engineers and used custom built hardware.
